Lou served as a local attorney for Columbia Care, which was awarded one of six medical cannabis licenses in 2018-2019. Lou was intimately involved in the site selection and approval process, related zoning and planning issues, and settlement of the dispensary and growing locations. He also represented LivWell in the third-round application process until the company withdrew its interest in focusing on other jurisdictions.
In 2021-2022, Lou acted as counsel and advisor to two companies that recently each obtained conditional cultivation licenses and a manufacturing license.
